Ex-Fannin Co. deputy indicted for sexually assaulting female inmates


LADONIA, TX -- A Ladonia city council member has been federally indicted on five charges.

This federal indictment alleges William Clifford Isaacs Jr. sexually assaulted four female inmates and the fifth count says he used a firearm to further a violent crime during his time as a Fannin County Sheriff's deputy.

The man known as Cliff faces four counts of deprivation of rights under color of law.

Federal Prosecutor Maureen Smith said, "Which essentially is using your authority which he had as a deputy with the Fannin County Sheriff's office to infringe on somebody's rights."

Smith, who didn't want to appear on camera, says, sexual assault charges would be prosecuted by the state but the civil rights violations are federal jurisdiction.

The indictment alleges Isaacs sexually assaulted four different female inmates between October 2012 and September 2013 by exposing himself to them, touching them inappropriately, and coercing them to perform oral sex.

The fifth count, possession of a firearm in furtherance of a crime of violence, is a felony and refers to the gun he carried as a deputy.

Smith said, "If it was part of the offense, then we're going to allege it and that's why it's in count five."

Fannin County Sheriff Donnie Foster also declined to go on camera but he told News 12 Isaacs was a transport deputy, and that's how he had access to the female inmates.

The Sheriff said Isaacs was removed from his duties once his office became aware he was under investigation by the Texas Rangers.

News 12 went to Ladonia's City Hall to ask why Isaacs is still serving on the city council and no one there would comment.

Thursday, We also went to Grannies Place, the store on the square Isaacs and his wife own, he wasn't there and his wife, Rita Isaacs, would not comment.

Isaacs pre-trial hearing is set for April.
