Former Ringling Chief pleads guilty to harassment charge

RINGLING, OK - A reserve police officer in Ringling has resigned from the force after pleading guilty to harassing a 17-year-old girl.
Thirty-seven-year-old Billy Joe Moiser Jr. resigned after pleading guilty last Wednesday to a misdemeanor Stalking/Harassment charge; however, Jefferson County District Attorney Jason Hicks says the charge is not about stalking.
"The charge of Harrassment/Stalking. It doesn't have anything to do with the stalking, but it's all based upon that harrassment," Hicks said.
Moiser was arrested after a 17-year-old girl said he pulled down her pants several times from September through November. A witness says during one incident he pulled the girl's pants down and her panties came down below her buttocks.
An affidavit states Moiser claims the two were "just kidding around" at the Butler Dairy King, which the owner says houses Moiser's business "Mo's Pizzeria."
The report also states the girl told Moiser on several accounts it made her feel uncomfortable and to not do it again.
The affidavit states that as a provision of Moiser's suspended sentence, he may not have contact with the girl, who has reportedly quit her job. Hicks says anytime someone in law enforcement is involved in a crime, it is upsetting and becomes a very sticky situation.
"I think it's disappointing to see a law enforcement officer to engage in this type of conduct," Hicks said. "You know we pride ourselves on being above the law and anytime you see somebody engage in this type of conduct it's bad, but when it's a law enforcement officer I think it makes it that much worse."
Moiser declined to comment on camera, but a close friend of Moiser's says he is disappointed to see a community be unsupportive of a man who has given more than a decade of his life doing good for the town of Ringling.
Moiser is sentenced to one year probation, 20 hours of community service, and a $500 dollar fine.
