3-31-05 - WASHINGTON (AP) - The presidential commission that says spy agencies were "dead wrong" in most of their pre-war judgments
about Iraq's weapons of mass destruction is offering 74 recommendations to remedy the situation.
The report says, "The best hope for preventing future failures is dramatic change."
Among the changes it's calling for is giving the new director of national intelligence broader powers to deal with challenges to his authority from the C-I-A, the Defense Department or other agencies.
It also says the F-B-I needs to to combine its counterterrorism and counterintelligence resources into a new office.
