PARIS, Tex. -- A man drowned in the city of Paris clear well Monday night at the city's water plant on Lake Crook Road.

City manager Kevin Carruth says a diver contracted by the city got his air supply and communication cables tangled in the pumps.

The other divers with the 24-year-old Fort Worth man tried to rescue him but were unable to get him out.

Emergency crews recovered his body, trapped and lifeless, at the bottom of the well.

Carruth says the water supply was not contaminated.

I'm glad that Carruths water supply was not contaminated, maybe he should have made sure his pumps were locked out prior to the dive. hope osha fines him, to bad he has no feelings for the divers family just his water supply. DIVER OUT

There is a bigger story here. This Arlington-based commercial diving company services dozens of cities in the DFW area and throughout TX. I worked there for several months, and I can assure you that they have and do violate dozens of OSHA regulations regarding Commercial Diving on a regular basis. As one of their former divers, I knew that it was only a matter of time that these people had a fatality. This disregard for equipment, regulation and safety could have a serious liability impact for a DFW city in the future if left un-checked.

It seems to me that the independent contractor doing the work and the contractor's dive master in charge of the dive are responsible for equiping and training the diver, not the city.

It would probably be in any City's interest to require any diver needed to work on their wells to wear a knife so they could cut themself loose if needed...doesn't take much of a brain to figure that one out.
