Carter County to put hazard mitigation plan in place
CARTER COUNTY – The Federal Emergency Management Agency or FEMA is no stranger to Carter County. FEMA came to town after the deadly tornado in February and again after the devastating wild fires in April. But the agency says the county is missing out on thousands in federal aid.

CARTER COUNTY – The Federal Emergency Management Agency or FEMA is no stranger to Carter County. FEMA came to town after the deadly tornado in February and again after the devastating wild fires in April. But the agency says the county is missing out on thousands in federal aid because it does not have an official Hazard Mitigation Plan. But now with the help of a consulting firm and input from locals, one is in the works.
Living in Carter County for more than 30 years Maxine Puckett has lived through everything from ice storms to wildfires.
“You name it, we've probably seen it,” Puckett said.
The devastation she’s seen first-hand inspired her to take part in the latest hazard mitigation meeting that was held in Lone Grove on Wednesday afternoon. Puckett said she wants to see the plan put in to place to help make things better for future generations.
“I've got 12 grandkids and one great grandbaby so I want to see them safe,” Puckett explained.
Carter County is one of only four counties in Oklahoma without a FEMA approved Hazard Mitigation Plan. But with input from concerned citizens like Puckett, a ten step, five year plan is already being drafted.
“It makes me feel more secure.” Puckett told First News. She said she was glad she attended the meeting and hopes to help out however possible.
The company Hazard Mitigation Specialists presented an overview of planning process. The company, lead by David Van Nostrand and Steve Somerlott, has been hired by Carter County to create a comprehensive Hazard Mitigation Plan.
“By doing that, that makes [Carter County] eligible for federal funding for projects that might not have funding from other sources,” explained Van Nostrand. “We're looking at projects that would reduce the effects a disaster might have on the public.”
The mitigation plan could detail projects like: purchasing additional generators, upgrading low-water crossings, purchasing more warning sirens, or building public storm shelters.
The plan itself costs close to $100,000. Carter County is responsible for about 25% of that, which can be made ‘in kind.’ Then FEMA pays for the remaining 75%. But in order to complete the plan, Van Nostrand and his team needs help from more people like Puckett.
“I just really hope more people get involved,” Puckett said. “We have good people in Carter County.”
The next public forum is scheduled to be held in Dickson in two weeks.
The Hazard Mitigation Specialists Company said they hope to have the plan completed by September. Then it will be turned over to the state of Oklahoma to be reviewed. And ultimately it will be up to FEMA to officially approve the plan.
