Cleaning Up The Creek: Who's Responsibility is it?

4-21-04 She's lived in her house for more than 50 years, but Fay Gann says a dirty creek bed behind her home is now out of control with rats and even snakes creeping into the house. Just Wednesday afternoon they found a water moccasin in the yard.
Fay and her husband used to clean the creek along King street, but since he passed away, she says she can't do it on her own. Now, she says she has a deed showing the properly line and proving the creek is the city of responsibility. As for the city, they're not so sure. But officials told us they would assess the property and take the appropriate action.
