Bill laying out parent 'bill of rights' advances

OKLAHOMA CITY (AP) - An Oklahoma House committee has approved a proposal to codify a parental "bill of rights" in state law.

The House Human Services Committee passed the proposal from Oklahoma City Republican Sally Kern Monday by a 6-3 vote.

Kern says the bill is meant to lay out what control parents have in their children's upbringing, particularly in education. It directs public schools to tell parents about their options to object to material presented in class, includin6g sex education.

Kern says her proposal doesn't add anything new to state law except to assert explicitly parents' liberty in the education, health care and upbringing of their children. She says everything else is already scattered in other state laws.

Several committee members questioned whether the bill was necessary and whether it would burden schools.
