Perry calls for 4-year tuition freeze for freshmen

DALLAS (AP) - Gov. Rick Perry is formally pitching a four-year tuition freeze for incoming college freshmen.

He also proposes tying 10 percent of a school's state funding to the number of students it graduates.

Perry outlined his higher education initiatives for the upcoming legislative session at a Dallas high school Monday. He also called for more transparency so families will know the full cost of a delayed graduation.

He says less than 30 percent of students at Texas' four-year institutions graduate in four years and only 58 percent have a degree in six years.

He also is renewing his call for universities to create bachelor's degree options for $10,000 or less. He says that so far, nine institutions in Texas offer or have announced plans for such degrees.
