9-9-04 - WHITE HOUSE (AP) President Bush stumps in Pennsylvania Thursday as the dispute over his National Guard service flares anew.

He's speaking at a small business near Philadelphia, where he'll promote his economic policies, and later at a GOP rally in Johnstown.

Meantime, the White House is shrugging off newly released documents from the Texas Air National Guard; showing Bush skipped a medical exam and wasn't prepared for a readiness drill in 1972.

Democrats say its more evidence Bush shirked his Vietnam-era duty.

The White House says memos it released Wednesday affirm that Bush had permission to train in Alabama in a non-flying status. The memos, first obtained by CBS' "60 Minutes Two," say Bush was suspended from flying for failing to meet standards. The White House says that's just official language.
