9-22-04 - AUSTIN (AP) Governor Rick Perry is urging Texas parents to use child identification kits designed to help police identify missing youngsters.

Perry was joined at Tuesday’s Austin news conference by Ed Smart, the father of Elizabeth Smart.

The Utah teenager was missing for months after being snatched from her home in 2002.

Two people were later arrested with the girl. Both face charges including kidnapping, aggravated sexual assault, aggravated burglary and conspiracy.

Ed Smart says investigators took numerous items from his home to try to get solid fingerprint and D-N-A material.

Smart says the I-D kit would have been ideal in his family's crisis.

In November, the Texas Association of School Administrators will begin distributing information on the National Child Identification Program.

The program offers kits to collect fingerprints, photos and DNA samples of children; which can be stored at home. The kits cost under eight dollars.
