WASHINGTON (AP) - The Federal Communications Commission is fining CBS a record amount -- $550,000 -- over Janet Jackson's Super Bowl show, in which her breast was briefly exposed.

The FCC has voted unanimously to slap each of the 20 TV stations owned by CBS with an indecency penalty of $27,500, the maximum allowed.

The total penalty is the largest fine ever assessed against a TV broadcaster. Most of the F-C-C's bigger fines have involved radio.

During the Super Bowl half-time show, singer Justin Timberlake ripped off a piece of Jackson's black leather top, exposing her right breast to about 90 million TV viewers. Timberlake blamed a "wardrobe malfunction." There were more than a half million complaints to the FCC -- a record number.
