SHERMAN, TX - As of 2004, Hispanics make up 14.1% of the country's population. And as that number continues to grow, communication between the Hispanic community and law enforcement designed to protect them gets more difficult.

But in Sherman, police officers are trying to improve that interaction thanks to a new program designed to teach Spanish to officers on the force.

Daniel Gotera explains.

No matter who you ask, police officers and members of the Hispanic community will say communication between both groups ranges from very good to potentially dangerous.

In Sherman, that gap could soon shrink, if a plan set forth by Police Chief Tom Watt is successfull. “Cual es el problema senor?" “Let me see your license and registration."
"No hablo Ingles, no entiendo lo que estas diciendo."

Its a situation Sherman Police see everyday, a lack of communication between them and members of the non-English speaking Hispanic community. Just Ask Ramona Moreno Aguirre. Her father has been helping translate for authorities in Grayson county since she was a little girl. “The police used to go to the store that he used to work and he would do the interpreting. Sometimes he would have to leave work and get someone to sit in and he covered everywhere."

That task falls on her shoulders today and she says the problem seems to be getting bigger as the population continues to grow. “Whether they're hear illegal or legal, they need to be dealt with. I just think a lack of communication or not understanding is the greatest fear and not knowing or understanding what is going on."

But lack of communication could soon become obsolete in Sherman. “The guys that are out in the field are the guys that really, really need it."

Chief Watt says he's been dealing with the problem for 20 years. That’s why last Monday, he presented a language initiative to the city council.

The program, known as Forces of Change, is a multi-step process to help anyone associated with the department master the language.

Here's how it works. Employees start by learning the basics through the computer-based Rosetta Stone program. Then they move on to formal classes taught by professors at Austin College.

Dr. Julie Hempel is an associate professor of Spanish. “If you learn certain vocabulary but you don’t learn some of the grammar words, or once you say something to someone and they say a whole bunch of things back. I mean there is a certain basic understanding of conversational skills both listening and conversational skills that they're going to need."

In addition to the work on the computer and in the classroom, members of the Hispanic community, like Lupe’s Tamales owner John Arriazola, will be invited to ride along with the officers themselves to better understand one another.

"I think its going to be a great thing because it shows that the Sherman Police Department is sensitive to the needs of the Hispanic community."

But the final step is a two week emersion trip to Cuerna Vaca, Mexico. A trip Sergeant Steven Dean will make Saturday. “There is a communication problem within law enforcement which is primarily English speaking white males which is typically what we have in this community."

Sergeant Dean says he is excited about the opportunity to learn more phrases than the few he already knows. “Que es lo que sabes decir en espanol? Usted arrestado, Usted teiene el derecho de guardar el silencio."

Chief Watt is just wondering when it will be his turn to head south of the border. “Do you have a trip to Mexico in the future? No they don’t let chiefs go."

Chief Watt says the program is made possible through a grant given by the state to help train officers that are helped paid for by a portion of each citation find handed out across the state.

The term "hispanic" is another misnomer. Hispanic means "of Spain". Mexicans are not from Spain. They are Mexicans.

I took "natedog" 's advise and googled "Aztlan " - this is what I found http://www.illegalaliens.us/aztlan.htm - you Texans might want to take notice. As far as the Police learning Spanish. I am against it, too - except they need to know it for their own proctection. As "another Pam" pointed out, we don't all know what they are saying. I wouldn't want the last words they hear is "Kill him." in a language the officer didn't understand. Repulican in Ardmore - do you think they are 'playing' dumb? *S*

If you want to call it racist then go ahead, but I'am an American, my ancestors came from a part of Europe that did not speak English. They learned English and stayed here and became proud Americans. These illegal immigrants have no intention of staying or becoming Americans or contribiting to your community. Instead of asking America for a hand out they should be asking their on government, that they are still loyal to, for help. But we know what would happen if they asked that. It's a shame anymore that an American is either racist or predudice for standing up for their rights and laws. Try going to Mexico as an illegal and see what happens. Ha try to go legally for that matter and see the restrictions put on you. I don't want to see harm come to anyone but I do think we have the right as Americans to demand that certain criteria be met. Hey maybe instead of arresting a few just make them police and save money.

Anyone here in Texhoma with some common sense knows that these people know how to speak English very well or at least understand it. They "play dumb" when they want to con you out of something or when they get into trouble with the law. They don't respect the history of this country or recognize it and never will. The Mexican needs to be Americanized and strip of his culture to fit mainstream American and that begins with their children in American schools and if they don't like it, they can leave!

The majority of these comments are anti illegal immigrants. If the majority feels this way why aren't our Government officials doing something about it instead of riding the fence? check the latest stats on your mexican population and projected population and you'll see why they are learning Spanish. Sherman has one of the fastest growing Hispanic populations around.A lot of the jobs that have come here lately fit what they are looking for, and after all Camecho Mexico Is Shermans sister city. They should get a family discount.

Here we go again, accomodating and stretching our necks out to help everyone else besides our own citizens first!! All of this is becoming unbearable! I understand the police needing to learn for their own safety, but if everything wouldn't be made so easy not to have to learn English, then maybe people would have to take a little initiative!!! I have no problem with people coming here to better their lives and contributing to our country, but only if they do it legally, pay taxes, learn the language, and abide by the law!!!!

Another Pam - I speak spanish and even though I'm always clowning around on this forum the truth is no one is speaking bad about your daughter at Walmart, the gas station, or any place else you might encounter these spanish speaking people. There have been many times I wish I knew what the disgusting Mexican men were saying to my teenaged daughter and I so I could have them locked up and prosecuted for sexual battery. I agree - if mexico is sooooo bad you leave to come to America, why wave that nasty looking flag, keep speaking mexican, etc?

I am just not believing what I heard this morning that Sherman Tx is going to go to Mexico, to learn Spanish? What is this world coming to? Send their butts back to Mexico, we are americans, and english is our language!! plain and simple!! If you don't speak it go home!!Why are we going to all lengths to understand their language? spend that grant money on something for Sherman's Americans that are working paying for those grants!! to take care of the mexicans!!I promise you those mexicans can speak a lot more than they let on. I promise you, Mexico would not accomidate us!! You either speak their language or forget it!! This is what is wrong with our country now, more taxes, cheaper wages, and illegal imigrants!! Come on Sherman, spend that money on something besides the Mexicans!!!

Blowhard in English class I am hoping your comments were just sarcasm. It's not just law enforcement being placed in this frustrating position, it's medical personnel, emergency personnel and educators. It really doesn't matter what race we are just to clear up any confusion. What matters is that we are AMERICANS and while we do not have an official language documented, we ARE an English speaking country. My ancestors were Scottish, Irish, Cherokee and Choctaw and it does not offend me to speak English. My goodness people can complicate the most natural and realistic situations with ridiculous racial animosiy. Nobody is demanding that they never speak their native language, just learn ENGLISH & stop demanding workplace & public services provide Spanish speaking personnel!

Michelle in Kingston: Did you know that so far the oldest skeleton found in North America is of a Causcasian male? I believe he was found in Utah along a stream bed with caveman type arrowheads in his body. Proving that Causcasians were among the first inhabitants of North America too.His skeleton dated back 15,000 years. Most Mexicans pretend they can't speak English anyway. I am afraid in the future, the borders between the US and Mexico and Canada will be dissolved, making up one big country. The New World Order! Mexicans are simply reclaiming what they believe to be their territory anyway. We fought for this land and won it from Mexico they have won it back simply by overpopulating us.

Michelle, technically the Native Americans came from another country (their ancestors did... cross the land bridge from Siberia or whatever). I don't think that our tax money should go to pay for the Sherman police to learn Spanish, and I think that these Mexicans would have a much easier time if they would learn to speak English, but let's remember that our country does NOT have an official language.

I think it would be a fair assumption, that if you can't speak English, you are probably an illegal. If you were here legally you would want to learn the language to be a normal and accepted part of the American society. So arrest those unable to speak English and have (1) interpreter at the station to explain deportation in thier language.

The police are to protect and serve. If that means learning multiple languages then they will do it. I guess you guys think that a Spanish speaking woman who is raped or parents who have a child missing or is murdered deserve less justice. Spanish speaking people are learning English. Why don't you ask them!!!!! :)

There is NOTHING that makes me more furious than bleeding hearts who want to be politically correct. Sure this nation is a melting pot and I don't have any problem with there being any number of nationalities in my country. But I shouldn't have to learn 10-15 different languages to communicate with them. All countries have their native language and I would certainly expect (and would want to) learn their language if I were going to reside there. It's much easier to learn a second language than to force citizens to learn multiple languages. It is respectful to the nation and to its citizens.

Michelle from Kingston - Chuckma! (Greetings!)You need to more educated. You are putting these 'non English - speaking' immigrants above Native Americans, True Americans, and our forefathers. Think about it - didn't all of them have to learn to speak English. If learning a new laguage is 'being more educated', let the immigrants learn English. And yes - I am Native American, and I speak 2 languages - but I am NOT considered bi-lingual in my own country. Afer seeing the scars on my Grandmothers wrist from making the mistake of speaking 'her' language in a girls boarding home - it is sickening to read your post.

What about the deaf people that live in the area is the police department going to learn sign language also. The deaf person has a great fear also, They can not hear the police officer.

This just shows that Before long English will become the second language in America with Spanish being first. We have to put our foot down sometime and say Hey you live here you have to speak the language or go back home to Mexico.

I wouldn't move to France without at least attempting to learn the language, or Mexico for that matter. There are a number of free ESL classes offered to our non English speaking neighbors. Very few take advantage of this. Bully for the police if this is helpful. I hope it is. Communication needs to be a 2 way strret. Often , they claim no engles when they understand fine.

I think this is great. You can never be too educated. The more we learn whether it is another language, another culture, or anything for that matter, the better off we are as individuals. The United States is a melting pot of all other cultures. Unless we are full blood Native American, our ancestors came to this country from another country. We forced the Native Americans to learn our language and even forced them off of their native land. Yes, I say WE because I am not Native American. Our ancestors came to this country for the freedom to practice their own religion, freedom of speech, ect. If you are an "American" then you should know that these are the freedoms our country was founded on.

I second that Caucasion Citizen - if they want to enjoy the opportunities that our great nation offers, they should have the respect to learn the language of the same great nation. I went to Mexico a few years ago and tried to learn some basic Spanish sentences/questions before I went. After all, I was in "their" country and I feel we deserve the same. If you want to earn American dollars, spend American dollars, and enjoy all the benefits of living in America, then LEARN THE LANGUAGE!

This makes me furious ! Why doesnt the Spanish speaking Immigrants have to learn English, instead of vice versa. Im with the Caucasion citizen, there is no way we could go to Mexico and become citizens and they cater to us, like we do to them. I can understand that the PD is doing for safety sake. I don't deny the officers deserve that extra self protection. But it sure makes me furious that Spanish speakers demand WE learn their language and refuse to learn ours. If we moved to Mexico do you think they would all learn our language...NOPE! Learn to speak and understand English if you want to LIVE & WORK in this country and be AMERICAN, or go home.
