Gov. Mary Fallin brought an ambitious plan to cut the state's income tax in the 2012 session. But after lawmakers balked at eliminating tax exemptions and deductions, Fallin was left empty-handed.

The failure of Fallin's proposal was voted Oklahoma's top story in 2012 by Associated Press members. The drought and wildfires in the state was No. 2, while the Oklahoma City Thunder's run to the NBA finals was third.

The striking down of two abortion laws was fourth, while Fallin's rejection of a state-run health insurance exchange was fifth. Oklahoma's open carry law was No. 6, and the deadly Woodward tornado was No. 7.

The Tulsa shooting spree was No. 8, while the Keystone XL pipeline was No. 9. Hobby Lobby's lawsuit over the health care law was No. 10.
