OKLAHOMA CITY (AP) - The minority leader in the Oklahoma House says the state shouldn't borrow money to fix its crumbling Capitol building while also trying to cut income taxes.

Speaking at a forum presented by The Associated Press on Wednesday, Rep. Scott Inman of Del City criticized a suggestion by Gov. Mary Fallin that Oklahoma could issue bonds to pay for building repairs. Fallin is also backing an income tax cut.

Inman also criticized Fallin's decision to reject an expansion of Oklahoma's Medicaid program, saying it could hurt the state's poor.

House Speaker T.W. Shannon is scheduled to speak at the forum later Wednesday. The governor is also on the agenda.

Inman, who is a Democrat, said his party could form a coalition with moderate GOP members to stop bills from "fringe" Republicans.
