Permit needed to tear down structures in West

WEST, Texas (AP) - People in a Central Texas town whose homes or businesses were destroyed in a deadly fertilizer plant explosion need a permit to tear down the structures.

Officials in West on Thursday offered guidelines for demolition in the recovery process following the April 17 blast that's claimed 15 lives. The permit costs $25 as part of efforts to preserve and protect utilities.

Investigators working in the remnants of the plant also announced Thursday that the cause of the fiery blast remains undetermined.

Authorities previously confirmed 14 blast-related deaths. The Texas State Fire Marshal's Office now says the fatality count has reached 15 with the determination that an elderly man who died after being evacuated from a damaged nursing home was an explosion-related death.
