MIAMI (AP) - Former Texas standout Ricky Williams next month will apply for reinstatement with the Miami Dolphins. Agent Leigh Steinberg today said Williams would file the application on or shortly after July 23rd. Steinberg considers that date the one-year anniversary of the Heisman Trophy winner's retirement. Williams last July tested positive for marijuana a third time. He has to stay retired for one year to avoid a full season's suspension under the league's drug policy. Williams is still subject to a four-game ban. Normally, Williams would be reinstated to the N-F-L's drug program upon his return. But Steinberg says the N-F-L put his client back in the drug program early to monitor him before his official reinstatement. A court found Williams in breach of contract by retiring, and ordered him to repay the Dolphins more than eight and a-half (M) million dollars.
