Unlicensed Gainesville chiropractor fined $1 million for insurance fraud

GAINESVILLE, Texas -- A man convicted of insurance fraud was ordered to pay back over $1 million in restitution.

Investigators say they were tipped off to Mark Allen Cox's scheme last year.

"He was practicing without a license and was billing Blue Cross Blue Shield for services he was rendering to his clients," Cooke County District Attorney John Warren said.

Detectives searched his office which was located off Highway 82 in Gainesville, at the time it was called Family Chiropractic and Wellness Center.

Investigators say when they interviewed Cox about the allegations, he admitted to it.

They say he had been seeing patients illegally since 2010.

"He basically said he had been to school to be a chiropractor but couldn't pass the test," Texas Department of Insurance fraud detective Don McWhorter said. "He thought he knew more than they taught him in school so he thought he was doing the patients a good job."

A grand jury indicted Cox for insurance fraud and he was sentenced to pay back over $1 million dollars in restitution and serve 10 years probation.

McWhorter says this crime affected more than just Cox's patients.

"Any claims that are made fraudulently just raise the rate of insurance for all the consumers in state of Texas," McWhorter said. "In this case, we had someone who didn't have a license so it was also a patient safety issue."
