The loss drops SE to 8-9 overall and 4-5 in Great American Conference play heading into a Tuesday matchup against rival East Central in Ada, Okla.
Smaller finished 4-of-9 from long range and his 19 points led a trio of Southeastern players in double-figures.
He was joined by Danny Powell who hit three threes and posted 13 points, while Antonio worthy was 5-of-7 from the field to finish with 11.
SE held an edge with 10 three to OBU's six, but the Tigers countered with more than twice as many free throws, hitting 12-of-16 to SE's 7-of-7.
Darius Harris led the team with six rebounds, while the Storm was outrebounded 38-to-26.
Sami Bzai led the team in assists with four of SE's nine total.
Powell turned in nine of his points in the first half helping the Storm to a three-point lead late in the half before OBU scored the final seven points of the half to leave SE trailing 28-24 at the half.
Both teams picked up the shooting in the second half, with SE shooting 48.1 percent, but was unable to stop OBU from hitting 53.8 percent.
The Tigers would lead the entire second half, going up by as many as 16 before the Storm cut that down to six points at 64-58 on a Smaller bucket with 3:10 to play.
That was as close as they would get as OBU finished the game with a 6-3 edge in scoring over the final three minutes to fashion the 70-61 final score.
